Kevin brings to The Sheridan Group 14 years of public and private sector experience. He has worked on public policy matters with Capitol Hill legislators, state and local governments, Presidential Administrations, think tanks, and industry trade associations.
Most recently, he served as the Executive Director of the Alliance for Innovation & Infrastructure (Aii). Aii is a national, non-partisan, public policy think-tank based in Washington, DC, that advocates for innovative infrastructure policies and projects in the United States. In this capacity, Kevin drove the public policy & government affairs strategy, partnership development and grew Aii’s footprint with the US Congress, professional industry associations and state and local governments. Under Kevin’s leadership, Aii has released thoughtful policy papers on issues ranging from Smart Grid technology, infrastructure financing, autonomous vehicle regulations, as well as other transportation and energy infrastructure issues. Kevin currently serves on Aii’s Board of Advisors.
From 2009 until 2014, Kevin served in the Administration of President Barack Obama, appointed as a Senior Advisor to the US Department of Commerce. His expertise included intergovernmental affairs, advising on matters related to foreign direct investment into the United States, the EB-5 Immigrant Investor Visa program, and international trade promotion. Through his role at Commerce’s International Trade Administration, he performed important government-to-government commercial diplomacy and advocacy to open up new trade opportunities for US companies around the globe. He worked closely with groups such as the US Conference of Mayors and International Economic Development Council on best practices for local economic development strategies. He also focused heavily on manufacturing issues facing the small and medium sized businesses during the Great Recession. He advised companies on re-shoring strategies, and helped promote policies that supported STEM education and manufacturing apprenticeships to increase the manufacturing workforce. He worked closely with the US Congress and other Commerce agencies (such as NIST and the USPTO) to update the 2004 “Made in America” manufacturing report. Toward the end of his public service, he served as an Advisor to the SelectUSA program—a newly created Commerce Department agency, that took an “all of government approach” to help attract foreign direct investment into job creating projects in the United States during the Great Recession. In this role, he worked closely with the Department of Treasury, Economic Development Administration, the Department of Homeland Security, White House National Economic Council, the Small Business Administration, as well as Capitol Hill legislators, US Governors and Mayors.
In 2014, Kevin established Gluba & Associates, a DC-based government affairs consulting group. There he advised companies on international trade matters, project finance groups on the EB-5 Immigrant Investor Visa program, global firms on US site-selection issues, public-private partnership development and a broad array of economic development issues.
Kevin also has over 10 years of political campaign experience on the local and national levels. This has included campaign management of US congressional races, mayoral races, and the historic 2008 Obama for America Presidential campaign, where he served on the national campaign staff in 7 battleground states.
He holds an MBA from St. Ambrose University and a BA in Political Science from the University of Iowa. A newlywed, Kevin and his wife Kat reside in Arlington, VA with their puppy, Bodhi.
